wheel alignment/set back

i have a 1991 honda civic hatchback si. the right tire is set back maybe 1/2 inch. what can i do to or what to adjust on bring it forward.

Was it in an accident or did you hit something? How are you measuring this? How does it drive? Have you considered getting an alignment specialist to look at it? A come-along might work to pull the wheel forward, and I have done this myself, but again, sometime you are going to have to see the alignment center.
