2001 Honda Civic Heater blows cold air

I have a 2001 Honda Civic and the heater blows cold air till I'm driving down the highway and the heat gets hot, plenty hot, but when I come up to a stop it turns cold. the engine stays at normal temp, but the heater just blows cold air unless i'm on the highway. any ideas?
