2000 Honda Civic hid lights

i recently had 10k hid lights put in to my civic si. the passenger side head light works, but flickers when i turn on the lights. the drivers side light on the other hand, does not work, and when i try to switch the fuse out with any type of fuse (10, 15, 20, 25, 30), it blows the fuse. the fuse that i am using for the working light is a 10. why would only one head light work?
