Brakes problem

I have a '98 Honda Civic EX who's brake lights do not come on. Also if I want to put the car in reverse I have to put my key into the switch next to the gear shifter in order to back up. I was told that this was quite common with this model and that I needed a new brake pedal switch. Is this correct?
