1998 Honda Civic handbrake

i hope someone can answer this. I have recently replaced the rear off side caliper and the nearside about 2 to 3 yrs ago with new pads recently as front and back and the hand brake took to start off with the loosened a bit so i adjusted with the nut but has got steadily worse over a couple of days. Why! now it bearly takes at all and i have fully adjusted it. the hand brake is really tight in cab with just one to two clicks to the top but the handbrae wont take. any answers greatly appreciated. Thanks
The car is a Honda Civic Aerodeck Estate ES 1.6 16v
