1998 Honda Civic Electrical problem 98 civic ex coupe

When i turn on my headlights the tachometer and the cold and hot gauges will jump around and the other gauges will move but not jump. Also when you turn on the left blinker when headlights are on the high beam light blinks with the left blinker but the high beam's never come on or do anything. Some much needed help would be greatly appreciated im sure its nothing major just would like to get it fixed asap.
