my rear tire on the drivers side seems like its locked up. it wont move when i try to move the car. my car was sitting for a little over a month. what could be the problem?

i would suspect brakes locked up due to that is the most common problem when a wheel locks. disk or drum brakes? front or rear wheel drive?
