1997 Honda Civic hood release not working

Has the handle broken off the cable inside the car? (very common problem) If so, remove the broken piece and use some pliers to pull the cable.

handle has broken off ( broke while trying to pop the hood ), but pliers won't engage the release either. the cable still has tension on it, so i'm not sure where the issue is...
