1997 honda civic ac/heater

for some reason when i turn on the heater or ac nothing happens.i checked all the fuses and relays and they all look good.when i turn the switch on the fan comes on in the engine compartment but not inside the cab,and now the check engine light comes on.when i turn on the switch on the engine idles lower. please help
