1994 Honda Civic in need of assistance plz!!!!

my car is still up to the same old games. when i first start the car up the motor surges up and down until the car is warmed up. people say its a vacuum leak but i just cant find where it is at. also, when my car is warmed up, the rpms will idle at about 1000, then drop all the way to 0, then if i give it gas, it stays right at 1000, then drops again. it only does it when the car is warmed up. if you know why this is happening please give me detailed info on how to fix.
