Electrical problem

When i try to turn my car on, it either makes a chopping sound like a propeler or it wont start at all. a mechanic came by and said that i have a problem most likely stemming from my distributor. he also said that the valves need to be changed and the cylinder is leaking. my question, is it the distributor? before the car stopped working it had a problem picking up speed, and the spark plugs had oil on them.
