1992 Honda Civic Noise from the Distributor Cap

Recently my car started to make this weird noise sounding like the belts were loose, I checked under the hood and pinpointed that the noise was coming from the Distributor Cap. While driving the car and idle at a stop light the car will sputter and then stall, when starting to drive the car the car will not shift from second to third it will get to the 3 rpm point and then just sputter unless I take my foot off the gas and then gas it again then the car will shift and it works fine. It is just during these times when the problem arises and during normal operation on a highway the car is fine not even the noise. I am not sure what is causing this to happen. Let me know what you think.

Remove the distributor cap and check cap and rotor
check distributor shaft bearing
