1991 Honda Civic wont pass emissions

I went to Jiffy lube and had oil changed and the filter and the air cleaner. I took it to get emissions and it still wont pass. it blows smoke but not all the time. I think that it is a grayish color??
PLZ help! I don't have alot of money to keep guessing. Any body have any suggestions??
