1990 Honda Civic Rear drums making loud noise

My E-brake light is on even when not engaged.
I hear the noise when i apply the brake when driving. sounds like metal on metal. going to replace the drums and brake asap. But why would the E-brake light stay on?

Check your brake fluid level. The light will be on if you are low on fluid.

My brake light came off when I put more fluid in but I'm still getting that grinding sound. Do you think it may take a few miles of braking around town?
