2002 Honda City Car overheats

Overheating would not trigger any trouble codes so scans would not show anything.

When does it overheat?
Do you have coolant losses issues?
Are the cooling fans working?

I also changed gasket and water pump, still overheating. He said water no ener inside engine.

An engine can overheat due to a number of factors besides a bad water pump.
It could be due to a stuck closed thermostat, bad radiator, inoperative cooling fan, it can also overheat due to any restriction in the cooling system.

Do you know if the radiator fans are turning on when the engine reaches operating temperature?
If the thermostat is stuck closed it will create a significant temperature difference between the upper and lower radiator hose, due to not having coolant flow.
