Flapping headlights

My retractable lights oscillate. It used to do it ocassionally and now happens more than 50% of the time. It seems as if the motor has a limit switch or in position switch with a knob to manually rotate the motor by hand. I first thought the in position switch was bad but if that is the case, why would both sides oscillate at the same time. I suspect that the motor is overrunning the in position switch.
Is there a way to slow the motor down? I suspect not. I pulled the fuses and manually rotated the lights up and then found that the Battery light on the dash was on. Are they related? Any ideas here?

I cannot find a schematic for this circuit anywhere. Are these available anywhere?

Is Chiltons the best manual for this sort of thing or does Honda sell something that actual mechanics would use?

Goes to Mitchell-On-Demand..... same software the shops use, you will be able to find a schematic there. If both lights do it, I would look for the common denominator
