2005 Honda Accord Emergency Brakes

2005 Honda Accord 4 cyl Two Wheel Drive Automatic

I recently had the rear rotors replaced on my wifes Honda Accord along with Calipers and Pads. Shortly afterwards she started experiencing a problem with her emergency brake locking up. She took it back to the repair facility and they said the repaired her issue under warranty. Today, less than 2 weeks later, the emergency brake locked up again. They towed her vehicle in their facility free of charge but they are saying the emergency cable is bad and needs to be replaced, with a cost to us of around 150.00. I called a local Honda shop to find out if the replacement of the rear rotors, calipers and pads would be related to the e-cable and the tech said that the e-brake system is located within the rear rotor. Furthermore, if the replacement part was not a Honda rotor that could be the entire issue. I just would like to know if this something we should pay for or if the failure is due to the work they performed and they should be covering the expense?

If its not doing that before all that parts replacements/repairs the shop that performed the work should be liable-improper adjustment and parts used could be the major factor of the problem-could be a clogged brake hose/s acting as a one way check valve to cause the caliper not to retract and locking up the brake, also the adjustment of the E-brake
