2003 Honda Accord Code P0141

Malfunction indicator lamp came on several months ago. Took it to my local mechanic. He said O2 sensor was probably the cause and replaced it at some expense. MIL remained on. He stated more diagnostics were necessary. I didn't have time or moeny to leave it with him. Took vehicle to local parts dealer to get code read and got P0141, "H02S 12 Heater condition; Heated Oxygen Sensor Bank 1 Sensor 2" How should I proceed now? Is there a fuse I can check myself? Anything else I can check or do I need to take it back to my mechanic?

Locate the O2 sensor after the catalytic converter
unplug it
check for battery volts at the connector when 1st key turned on
and if not check fuses and check wiring
if yes check for ground and if you have good ground on a two wires
o2 sensor no good remove and replace
