Engine Mechanical problem

I am having a problem when i go to put gas in my car. after inserting the nozzle in the tank and depressing the handle to start gas flow, it cuts off every 2 seconds. You can imagine how long it takes to put $20 in when it clicks off all the time. I have tried putting less off the nozzle in the tank to release the air vaccum but not working...at first i thought it was the gas pump, but it happens at other stations as well.
if it is a vaccum issue, how do i check for it?
