2001 Honda Accord Radiator cooling fan is on all the time

The engine is not hot but the radiator cooling fan and AC fan are on all the time. The ac pump is working all the time also and the hoses are white from the haze. What could be the reason?
The car had some repair work done and the fans where removed and installed back again.

Hi kalev001,

When the Ac compressor is working, the fans would come on. Seems you hace a problem with the AC compressor circuit. check the AC compressor relay, if it is stuck in the closed position, the problem would happen.

It does not matter if I press AC button inside the car. The AC pump is running all the time. The difference is that then I press the AC on inside the white haze from the hoses under the hood is dissapears.

Could you please tell me where I can find the AC relay?

Here is a diagram of the location. Unplug the relay and if compressor stops, swap with condenser or radiator relay and retest.

I checked relay and it works. Is there anything else I can check?

Did you swap the relays? The fault could be the relay is stuck in the closed position causing the compressor to remain on.

Yes I did that. Does not help, the AC is on all time still.

Bad news. The compressor clutch relay ground control is through the PCM and since relay is not the fault, either the PCM is faulty or the wire from relay to PCM is shorted to ground.

Unplug PCM and Ac clutch relay and test the PCM terminal A17 ( RED wire ) for continuity to ground. If continuity exists, the wire is shorted to ground.

If no continuity exists, the PCM has to be substituted to test.
