1999 Honda Accord shock and strutts

we went to midas and was complaining about a sound of like chaining dragging from the rear end.we also notice while driving, there was a wooping sound as the tires were moving.It"s least than a year since we had new brakes pad and rotors replaced on the rear.After the work replacing parts,the brakes still sqweek.
After bring the car back to Midas,the mechanic said the tires was scaloping on the inside rear due to old shocks and strutts.And recomments to replace old parts and reuse springs.Also he recomments replacing all four corners.The job was going to cost over $1100.00.We what a second opinion.
I read some where on the internet from another mechanic to first get a four corner wheel balance first.But if the rear tires are scaloping
,would it work?
I want a safe car not to get rip off because the cost will make Midas more money.Help...

The tires could be wearing out because of shocks/struts and because of a poor alignment. Unfortunately you will have to do all four struts, an alignment and purchase new tires. This will not be a cheap job whatsoever, but it is necessary if you want to maintain the stability of the vehicle.
