1998 Honda Accord sparks over distributor cap

When I crank to start my car, It does not start. When I checked under hood when cranking, spark come out over distributor cap over one cable.
Cable is intact. There are no cracks and problem with connection. But I still see the sparks over it and engine does not start.

With any arcing, its time to replace the cap and wires, probably the plugs too, TUNE UP TIME!
