Engine Performance problem

Honda Accord 1996 - Car seems to be flooding. After driving for about 20 mins will begin light skip and stumble and then more pronounced to the stall and then will not start. The only predictable element here is it will always happen within about 10 mins of adding fuel to the gas tank. Replaced gas tank and fuel pump and pressure regulator. Aftermarket intake system gets air cleaner soaked with gas. Car sat idle in garage for two years prior but problem never occurred before used gas tank replacement. Dealer has removed intake and cleaned all parts and car starts and runs for a while then same problem begins again. Always when adding gas to the tank.
