1996 Honda Accord AC clutch not getting power

I recently decided to get my AC working again, so I bought a new compressor thinking that was the problem. When I got the new compressor in and went to charge the system the clutch wasn't kicking on. Took a jumper wire and went straight from the battery and it kicked on, I charged the system got ice cold air, but the clutch still wont kick on without a jumper wire. I replaced the relay thinking that was it and the same thing, I tested all the wires checked the fuse and still cant figure it out. The clutch is still not getting power. Anyone know why? Thanks
