1994 Honda Accord Wiring Siren

Hello,
I recently purchased a used Whelen 295HFSA1 Siren Amplifier and a compatible speaker. I downloaded the manual from the internet but I am confused on how to wire it. The only thing I want to do is hook it up to the battery and test it for functionality. I have no desire to place it in my '94 Accord. I am given 2 red wires and 2 black wires. I thought it would be simple to hook-up: red wires to positive and black to negative terminals on the battery. But, Whelen's manual spiced things up for me. Apparently I need a "fuseblock" that can support 30amps? It needs to be located within 2 ft. of the battery and connects the siren to the battery. I also need wire that's big enough to support "125% of the maximum operating current". The bottom of the unit says:
"Input Voltage 12.8VDC +/- 20%.
Input Current @ 15VDC.
@100 Watts 8 AMPS (TYP)

I don't know what most of it means and how it relates to what I need to get to run this thing.

So my question is, how do I hook up this siren to my car just to power it on for temporary use and what supplies do I need to get to accomplish my goal (fuseblock, 12 gage wire, etc.)?
