1994 Honda Accord Starting My Car

Engine problem
1994 Honda Accord 4 cyl Two Wheel Drive Manual 140k miles

I have a 1994 Honda Accord LX (5spd) that i recently purchased from a friend of mine. Now, upon purchase, he explained to me that I would need a tune-up (plugs, wires) and that he thought the valve cover gasket had been leaking onto the plugs/wires. The car was sitting for about a week or two in cold NY temperatures and when I went to start it, it cranked but didnt start. It still will not start!
I checked the distributor cap and rotor and they look fine (although underneath the cap there is a black casing of some sort that hinders the removal of the bolt that holds the rotor in place.....????).
I am swayed to the plugs and such needing to be changed but It is cranking but just wont seem to start! What do you suggest is the problem?
Furthermore, I tried to go and check the plugs but when I pulled the wire from its engine housing, I saw no plug just the long extension of the rubber wire boot (looked a little gnarled) with oil on it and oil inside of the spark plug housing.
Do you think that this is truly the result of the valve cover gasket leak?

The wires will need to be replaced if they fell apart. Need to check it for spark. Get back to me with results
