The AC in my 1994 Honda Accord EX is fully charged but doesn't cool. When I turn the blower on, only warm air comes out.

If the A/C compressor is engaging and some part of the lines are cold, then it could be a fault with the air mix cable. Check its adjustment to ensure the air mix door is fully closed when the A/C is running.
