Do a couple of things. First, examine the exposed cable to see that the cable is in good condition. If the cable breaks and the hood is fully latched, that is a bear to tackle. Next, lubricate with a light grease the cable as you open and close the latch from inside the vehicle. The latch itself needs to be oiled to free it. The cable and/or the latch is not allowing the latch to be in the proper position to accept the hood allowing full closure. You can manually close the latch assembly and shut the hood.
