recently i took apart my car engine to rebuild it and clean all the parts..but when i got to the top for the life of me i couldnt figure out if all the lifters are supposed to be locked down tight or if im supposed to be able to move them up and dow..and if all are supposed to be able to move up and down..then how do i get the ones that are stuck to start moving again

You are such a brave person to rebuild an engine without understanding the basics of the engine mechanicals.

Valve lifters are supposed to open and close at different time between the various cylinders. When lifters are tight, you need to crank the crankshaft and camshaft to get the camlobe away to get them loose. That is known as valve clearance when loose.
