1991 Honda Accord Crankshaft pulley bolt broken

1991 Honda Accord 4 cyl Two Wheel Drive Automatic

Crankshaft pulley bolt broke while the car was running.
The broken bolt now measures 3/8 of an inch. This is measured from the washer that is attached to the bolt.
What is the best way to remove the remaining portion of the bolt?

Drill a hole in the bolt and use an extractor. Then re-thread the hole with a slightly larger tap-die.
