1989 Honda Accord fuel injection

The car will flood when starting if I don't floorboard the accelerator. Then the engine check light comes on and often the engine will surge. It corrects itself after warming up. I have put on a new EGR valve, but this did not stop the problem. I have a new fuel pump, filter and all hoses (fuel and vaccum) seem okay. What about the fuel pressure regulator, or the injector resistor?? Any hints would be helpful.
