1989 Honda Accord distributor removal

1989 Honda Accord 4 cyl Front Wheel Drive

Carburetor version

The vacuum advance broke off from the distributor.
This leads to two questions.
1) If I epoxy the vacuum advance back together, what does the long metal "stem" with a hole in the end attach to?

2)I removed the two bolts that I thought were the hold down bolts and I could not get the distributor to move at all. What am I doing wrong?
