1988 Honda Accord brakes

i have a 1988 accord i went to the local parts store and got the rear brake shoes. i put them on and the drum wouldnt go back on; i have made sure the e brake is off and i even adj. the brake adj back all the way to the point that the top spring no longer has tesion on it and even manually pused the brakes back towards each other thinking that the master cylinder might be activated a little and one point i did get the drum on but i couldnt turn the wheel it was so tight and the upper sring fell out cuz there was no tension on HELP!!!!!!! jon

If you are 100% sure the shoes are on properly and are in the proper position, than the e-brake cable is adjusted to far over. Try loosen it off.
