My truck seems to have a hissing noise inside or near the gas tank, the noise keeps going even when the truck is off, it also drains the battery. So we disconnect the battery to stop the gas tank from making the noise. We have checked the relays which could have been the cause of it but it is not, the battery is brand new too. So what could it be?

Hello,

It sounds like the TIPM has gone out keeping the fuel pump on which is common. Here is the location and what it looks like and how to change it out.

From the manual:
A separate fuel pump relay is no longer used. A circuit within the TIPM (Totally Integrated Power Module) is used to control the electric fuel pump located within the fuel pump module. The TIPM (1) is located in the engine compartment in front of the battery.

Fortunately you do not need to have the TIPM programmed because it self initializes.

Check out the diagrams (below). Let us know what happens and please upload pictures or videos of the problem.

Cheers, Ken
