Hissing and honking noise with smoke? Also, the air conditioning is not as cold when this happens?

My car has started making this hissing/honking type noise soon after starting. The first two times it happened I had the wheel turned pretty far to the right. Took it in last week and it is not a power steering leak. Also, when it makes the noise a puff of smoke comes out from under the hood, and it has a slight burning smell. Also, the air conditioning is not as cold when this happens.

Please do not use the A/C because it sounds like the compressor is starting to lock up or the belt is bad, let's hope it is just the belt. To be sure you can upload a short video of the noise and problem. in the meantime, here is how to change the belt and the compressor out so you know what you are getting yourself into in the diagrams below.
