the shaft for throttle plate may be sticky so check for freedom of movement was anything done prior to this happening it may be the car needs to be driven at 40 mph or higher for like a mile to reset the iac motor.

The throttle plate seems to move free and it has been driven around for about 20 min above and below 40 with no success I just find it odd that if I shut the car off n restart it idles ok for a few min then climbs and stays high

It has a code for high idle and a cam sensor performance code the customer needed the car so I'll have to check the fuel pressure when it comes back next week

you should have said that at beginning about cam sensor and what code it was. this may be a cam sensor problem and need to check for a harness problem , poor connections or a stretched /jumped timing chain
