Accessory relay location - no electrical power?

My car has no power to the horn, wiper's, windows, dome light, A/C and wont start. but has a good charged battery.

There is an accessory relay that needs to be checked. here is a guide and the location of the relay:

Put new battery and still nothing works. but taillights stay on. disconnected negative and still stops running.

All fuses are good. would it be the anti theft shutting ever thing down and if so how do you by pass it?
