Accessory relay location - no electrical power?

There is an accessory relay that needs to be checked. here is a guide and the location of the relay:

Where is it on the diagram? it does not say.

Oops, wrong diagrams I updated it. please recheck and get back to me.

Put new battery and still nothing works. but taillights stay on. disconnected negative and still stops running.

All fuses are good. would it be the anti theft shutting ever thing down and if so how do you by pass it?
