I lost my keys took a whole steering column out of a 1998 and put it in it all fit but now the theft light blinks fast.

The key has to be programmed to the car. It will not work without programming.
You can call a locksmith to come to you and program it or have it towed to a shop that can do key programming.

Then you will need a scan tool with the IDS Ford program and access to the Ford website.
The scan tool with IDS is very expensive, it would be much cheaper to have someone do it for you rather than spend thousands for the equipment.
