Helicopter like sound from car when driving from low to high speed

I recently bought this car used. It is Hybrid 2012 with 215,000 on it from a Kia dealership. During the test drive the sales man said the car passed 155 point inspection and I saw proof of inspection and it looked good. But when driving the car I heard this helicopter noise coming from the car and he said it was from the winter tires. The noise is driving me crazy as I have already bought the car. Please advise.
