heats up with the air conditioner on

My car will run fine with the air conditioner on while on the highway, but the temperature will spike if I slow down. If I turn off the air conditioner unit and just leave the fan on it will cool down and I can then turn the air conditioner unit and it will not heat up again, temperature will then remains steady.

The car does seem to do this more when the outside air temperature goes above 80-85 degrees. Does not do it at all below these temperatures. Coolant levels are good, no leaks and thermostat has been replaced with factory spec parts. Completely stumped. Anyone have an idea?

probably your one fan for the air conditioner which should start right away is not. check relays in picture and fuse 9 in under hood fuse box. if prongs are corroded on relays clean them and use dielectric grease.
