heating and air conditioning

I am having a problem with the cars heating and air conditioning system. The cars blower motor does not work on the highest setting. On the lower settings the blower works but it seems to be blowing out only cold air. So far I have flushed the cars radiator and installed a new thermostat and gasket. Please help me find the problem.
