heater switching from heater to ac and back

I have replaced the thermostat and there is enough water the heater blows cold air I have cut a hole where heater box is and cant make blend door move .somewhere there is a heater vale that makes the system switch from ac to heat can you tell me where that is and how it works electrical or vacuum?
