Heater only blows hot air when car is moving

car will blow out cold air when it stops and start back blowing hot when moving. I have already changed the thermostat and top hose with relief valve. fluid level full.

You could have a restricted heater core that does not allow enough hot coolant into the heater core unless the engine rpms are higher.
