The heater barely heats up at all and the engine temperature gauge doesn't get halfway, it will barely heat up then fan kicks in and cools it off. Heater core was supposed to have been replaced, previous owners said they changed it and thermostat and water pump. What could be the issue? A stuck thermostat?
