Heat and Cool seats not working?

When the A/C button for the seats is depressed, it lights up that all 3 positions are on and if I switched to the Heat mode the same indicator shows lit, but I don't hear anything running nor is there any air coming out from the seats nor heat depending on what is lit. I haven't tried removing and replacing fuse 28 under the hood which I will do. If that doesn't do the trick, what is next??
