Heat/AC Stuck on all heat, defrost position, no circulation

All three actuators are not responding. I've tried pulling fuses as described and disconnected battery. But I am not able to do the diagnostic because my atc panel does not illuminate. Any ideas?

Good afternoon.

The control is powered by a couple fuses. I attached a diagram of the fuses you need to test.

Check for power on both sides of the fuses with a test light or voltmeter.
