When I start my vehicle headlights are on and can’t be turn off, blinkers and windshield don’t work.

More then likely this is a TIPM issue. This is called the Totally Integrated Power Module. Basically it takes all the inputs from the different switches and sends voltage to the components like the headlights.
I would replace this as I have seen these odd issues multiple times from these modules.
I attached the info below on how to replace it. If we want to confirm this, we need to test the voltage coming from the TIPM to the wiper motor. I attached the wiring diagram for this as well. Here is a guide that will help with this type of testing.
