Headlight, turn signal problem

Turn signals only work when headlights are off. They stop as soon as the headlights are turned on. Four way flashers just buzz when turned on. Replaced turn signal/headlight switch and also flasher unit.

This sounds like it can be one of two problems. First you may have a shorted wire or bulb in the system. Do all of the lights work when they are working? Here are some wiring diagrams (below) of the system to help us do some testing. The next is the parking lamp relay is not working.
