Serpentine belt smoking

This morning I turned my truck on to warm it up. Had it running for fifteen minutes then I went to shut it off then went back to turn it on and it wouldn't turn over. It felt like the alternator was bad so I went to test the alternator and it was good. Then I checked the battery and it was bad so I got a new one. I installed it and tried to turn the truck on and It barely turned over and when it did it started squealing really loud and smoking and smelled like rubber. I noticed that the harmonic balancer was really hot. I'm not a mechanic but I think that's the problem. I need some advice.

Try to crank it with the belt off. I’ve had A/C compressors lock up and cause the exact same symptom that you have described.

You should be able to turn the front end of the A/C pulley by hand with the belt off.

I couldnt take it off but it turns by hand
